Why don't we save a Cuthean or small shepherd from mortal danger? What is the difference between the 2 categories?

Kuti means a non-Jew; since the average one would not save a Jew from danger we likewise do not put ourselves in danger to save them.
A shepherd of small animals (sheep) is assumed to be a thief, since he grazes his animals on the lands of others.
If we know that any of the above are indeed righteous and worthy of saving, we must of course save them.
