Why does the ROSH say that if the one that saw the 2 nazirim is at a distance of 4 amos away the it is considered a sofek in r'shus ha'yachid. At distance of 4 amos one is still close enough to intrude on the privacy of the other 2 nazirim. Therefor it should be considered a r'shus ha'rabim for safek tumah.

The Rosh learns that in order for the place to be considered a Reshus ha'Rabim, there must be at least three people in the same "Makom." If the place was enclosed, we would probably determine the "Makom" as the entire enclosed place.
Your question is based on Sotah. There, too, it is necessary that they be the only people in the place of S'tirah. Although the reason is because of privacy, the Din is dependent on being the only two people in the Makom Seser, the private place.
