According to Rovo, the filling up of the water was done before Shabbos therefore the were no extra Tekiyois.
Why then, were there only 48 on Erev Shabbos, you would have to add the tekiyois for the filling up of the water?

The filling up of the water on Erev Shabbos was not a Mitzvah.
It was merely a preparation for Shabbos and did not therefore require Teki'os. Wishing you and your's a Kesivah va'Chasamah Tovah.
