Why are they the two responses to the case of the mourning? Does any one discuss how they are related ?
Does anyone discuss how the machlokes can be as such..what is the relationship between them that makes this the choice?

Being that the Hesped is taking place in the future after the war of Gog u'Magog, I don't think there are that many alternate answers. After all, who would Bnei Yisrael be Maspid after the war of Gog u'Magog? Although one would think that Bnei Yisrael could be Maspid those from Bnei Yisrael who died in the war, our Gemara is keying on the words "v'Sifdu Alav" -- "And they will be Maspid on him, " (Zecharyah 12:10) which indicates a specific individual that Bnei Yisrael are being Maspid. The Gemara's answer therefore has a clearly solid basis in "Peshat." This could be why I did not see anyone discuss how they are related.
