The Kollel replies:
1)Me'ikara means before the Chalitza and Hashta means after the Chalitza. Even so, according to the Chachamim the Lashon of Ma'amar works equally well both times for Zikah does not assist the Ma'amar in any case.
2) See Tosfos D"H Leima who explains that the Gemara means either or.
