The Taz Hayeduah states that the Rabbanan are not goizer against anything mefurash b'kra. Is the fact that there was a gezeira to perform ma'amar prior to yibum against the Taz? The possuk clearly says yevamah yavo oleha?

The Yevamah still must be Ba Aleha. The Rabanan just added a requirement to perform Ma'amar.

Thank you but arent they intstructing different than the torah ?

The Kollel replies:

Adding a requirement to the Torah's process is not called contradictory. (This is a rule often applied in the Gemara regarding Davar she'Yatza Min ha'Klal Lelamed, see Tosfos Yevamos 7a DH Lefi.) Otherwise many Takanos would be "contradicting" the Torah (such as making Kidush on a cup of wine, or making extra knots on Tzitzis or using a ram's horn Shofar and blowing 100 sounds etc.).
