Re Insights to Pesachim Daf 46-47, the following statement is made about keeping Yom Tov Sheni in Eretz Yisroel.

>>(b) RAV YOSEF SHAUL NATANSOHN, in a letter to the CHACHAM ZVI (printed in the latter's Teshuvos #167), suggests that we see from here that two days of Yom Tov must be kept in Yerushalayim when people who live outside of Israel come to visit Yerushalayim! Rashi had to explain that at that time of Lechem ha'Panim, there was not yet a rabbinical enactment to keep two days of Yom Tov outside of Israel (Beitzah 5b), rather two days were kept in outside of Israel out of doubt. People from Chutz l'Aretz who came to Yerushalayim therefore did not have to keep two days while visiting Yerushalayim, at that time. The Chacham Zvi, in his well-known Teshuvah, rejects this proof.<<

I believe a mistake has been made in attribution of sources.

The Chacham Zvi (#167) concludes that Bnei Chutz L'Aretz who visit Eretz Yisroel should not keep 2 days. He reasons that one retains Chumrai Hamakom Sh'Halach Misham only in a case where would the entire community move elsewhere they would still be bound by the original Chumra. With regard to Yom Tov Sheni, if his entire community is transposed to Eretz Yisroel they would certainly only need keep one day. Therefore a Yachid also, although he has left his community behind in Chutz L'Aretz, in Eretz Yisroel he only keeps one day -- because keeping one or two days is not dependant on Minhag, but upon the place, and in this place, Eretz Yisroel, only one day is required.

This Tshuva of the Chacham Zvi is not in response to Rav Y.S. Nathanshon (who in fact lived a century later). Who then is the author of the Tshuva cited in the Insights?

Tosfos (Pesachim 14a DH Shtei) explains that since people from many different locales would gather in Yerushalayim, the city would always keep the most stringent customs that were common. If so, an argument could be made that they kept two days of Yom Tov in Yerushalayim, following the more stringent custom of Chutz l'Aretz, since people from Chutz l'Aretz were constantly there. Rashi had to explain that at that time of Lechem ha'Panim, there was not yet a rabbinical enactment to keep two days of Yom Tov outside of Israel (Beitzah 5b), rather two days were kept in outside of Israel out of doubt. Since there was not yet a "Minhag" to keep two days of Yom Tov in Chutz l'Aretz, Yerushalayim kept only one day. (The comments of Rav Y.S.
