Bearing in mind that the Pesukim cited by the Gemara do not give us a clear figure, the Gemara in Succah, 6a concludes that the real source of the Shi'urim is Halachah le'Moshe mi'Sinai, and the Pesukim are only an Asmachta - a hint or a support for the Halachah le'Moshe mi'Sinai.
