Is the "father of one of you deposited with me" the classic example of a thief coming forward with his wanting to give 1 maneh to each of two possible victims?

The notes seem to indicate that he is coming forward voluntarily wanting to make sure that Heaven has nothing to hold over him.

Why does the gemara refer to such a righteous person as a thief?

The Kollel replies:

The Artscroll notes refer to two cases:

1) a thief who wants to repent and

2) someone else who received from someone's father -- he is not called a thief.
