Daf 36A discusses a woman who by reason of her becoming insane cannot have a Chatas offering brought for her. What would the case be if a husband desired to give a woman a Get. Could the Get be delivered to a woman who has become insane.

Hello there and thanks for your inquiry. In general the answer is no. One may not divorce his wife in such circumstances. However, Beis Din in such a case may permit him to marry a second wife if certain conditions are met.
