Rashi says: that the reason we could have anyway learned 3x3 teruos from the hekesh, is cos since the posuk says 2 on yom kippur and 1 on rosh hashono, so the teruos of that month are not equal.
(It's mashma from rashi that if there were 2 teruos for rosh hashono, then they would be equal, and we can't learn anything from the hekesh)
So how does rashi explain why we should learn 3 teruos from the hekesh, we should just equalise then to 2 each??

Your question is asked by the Tosfos HaRosh DH Hi (he therefore explains the Gemara differently).
Chidushei R' Moshe Imran explains Rashi as follows- the Hekesh cannot be only learning 2 blowings from Rosh HaShana to Yom Kipur Yovel since the other points are learned in the opposite direction, and so there must be a Hekesh adding one blowing learned from Yovel to Rosh HaShana and that makes all together 3.
