In masches gittin dad 29a towards the bottom, the gemara asked a contradiction on our mishna's halacha that a shaliach can appoint another shaliach:
v'Raminhu Amar l'Shenayim Tenu Tenu Get l'Ishti O l'Sheloshah Kisvu Get u'Tenu l'Ishti Harei Eilu Yichtevu v'Yitnu. Inhu In, Aval Shaliach Lo.
.The gemara gives two answers: 1) the husband is embarrassed by the fact he can't write a Get, so if the shaliach tells another shaliach to write he'll be embarrassed. 2) you can't transfer mili.
This answers up the seifa where the husband asked them to write the get, however the first case was where the husband just asked them to be sheluchim, not they should write it. And the problems of mili and bizayon deba'al don't apply by just a shaliach. So why is the gemara only answering half the contradiction?

Rashi (DH Amar l'Shnayim) learns that the Reisha is also when the Get is not written yet, just like the Seifa.
