Hello there and thanks for your question. You raise a very interesting point. I would assume that any other Mishmar which would return to Eretz Yisrael would face a similar punishment; they would be pushed to the back of the list. The reason why Yehoyariv is singled out is probably since they were the first mishmar they were the most prominent, but nonetheless they must also suffer the consequences. This is why the Gemora specifies that "even" Yehoyariv will be demoted.
