The Gemara on 23b already pointed out that we cannot explain Rebbi Eliezer's opinion according to Shila, since the Chachamim asked a question on Rebbi Eliezer from "Kol Tzon Keidar." This is reinforced by the story of "Yasiv R' Ami."
