On the Last few lines of Daf 24b the Gemara says if a person does a Pasul Chalitzah he can't do Yibum or marry someone from the world.
However in masechet chagiga on the top on Daf 2b we say the Ikar of this world is to have kids, to the point we make an owner free his half slave. So why over here does Shmuel hold that this girl can't marry anyone?
And you can't say over there she didn't have kids because over she couldn't have kids or else she wouldn't have had to do Yibum.

Rashi means that this Chalitzah which is Pesulah does not allow her now to marry others, but if Chalitzah is afterwards done again properly, then she may marry others.
