please explain this gemara to me
both r' annani bar sasson & r' yitzchok nafcha were mchadish that availos one day before shavuos will equal to 14 of 30 days of shloshim 7 of availos & 7 for the chag
both r' ammi & r' shashes were upset that they said this chidush in their own name rather than in the name of r' elozer in the name of r' oshaya who was mchadish that although shavuos is only one day ( as opposed to pesach & succos) it too has tashlumin of 7 days
i don't understand where in r' elozer in the name of r' oshaya it says that the tashlumin days are rolled into the one day of shavuos maybe his chidush is limited to saying that the days after the one day of shavuos are days of tashlumin, does that necessary mean that shavuos counts as 7 days ???
( with the result that the days after shavuos are almost counted double as tashlumin days and as 15 . 16 . 17 ....... also)
perhaps we can learn the gemara as saying that just as pessach and succos count as 7 so too does shavuos even though the length of shavuos is only 1 day because since shavuos has tashlumin it is effectively no different ?

I certainly agree with your explanation that Shavuos itself counts as seven days, and not that the days of Tashlumim count twice. The Din that we consider Shavuos as seven days is learnt from Pesach where we count the Yom Tov as seven days. In the case of Pesach we do not count the seven days twice, so there would be no source for doing so with regards to Shavuos. Furthermore, it is apparent from the words of Rashi that Atzeres is like seven days.
The Rambam holds that even Shemini Atzeres is considered like seven days even though there are no Tashlumim after it, even though he says that Rash ha'Shanah and Yom Kipur are not like seven days. He seems to hold that since Shemini Atzeres is a part of the Tashlumim of Sukos, it has the Chashivus of a Regel. This supports your view that it is not that we count days of Tashlumim twice.
