The Kollel replies:
Even if he did, Tosfos in Gitin (68a, DH "u'Ksiv") says that we find Pesukim quoted earlier than when they appear in Tanach because these Pesukim were known even before they were stated to the prophet. [The Birkas Hanetziv on the Mechilta has a long discussion about this concept. See his comments at the beginning of Parshas Yisro on the Mechilta's discussion of the Pesukim in Tehilim that Bila'am used to describe Matan Torah.]
