When Levi came to Bavel on their Yom Kippur, he claimed he was ineligible to testify because he hadn't heard from beis din "mekudash", but there's no mention of the standard here and Rashi and Tosfos say nothing. Are we meant to assume that he had heard it? Why is Rashi silent?

I'm sorry, but I don't understand your question. He clearly did not hear Beis Din say that it was Mekudash, even though he knew it was, as explicitly stated by Rashi. Please clarify your question.
