The gemara seems to say that honey is a solid and that is why R' Elazar did not want to say like R' Yose Barrebbi Chanina. However, honey is listed as 1 of the 7 mashkin that are machshir Ochel for tumah.

The Mishnah (Taharos 3:2 ) states that honey is always considered a Mashkeh as far as Tum'ah is concerned, even after it hardens. However, the Gemara in Shabbos is saying that it does not change status, as Rashi explains that there is no Sechitah.
