The Gem. questions why the Braisa would mention Rabbinic tithes first and Biblical tithes second. It answers that Rabbinic enactions were more dear to the Tanah and tehrefore he mentioned them first.

But if "Biblical" is more important than "Rabbinical" the Tana should be impartial to his feelings (daaytah al libo!); and place things in their proper order. Or do we say that 'chaviva mekalkel es hashura' as well?

Dear Alex,

Hello there and thanks for your question. The concept that Divrei Sofrim are more Chaviv than Divrei Torah appears numerous times in Shas (see Eiruvin 21b and Bava Kama 17b). The explanation is that the public was more familiar with Divrei Torah and tended to take Divrei Sofrim lightly. Therefore the Tana felt it necessary to elaborate more on the Divrei Sofrim.
