Is there no issur at all, not even a D'Rabbanan?
If there is a D'Rabbanan how does this resolve the difficulty since according to Beis Hillel there is a D'Rabbanan in the case of digging the earth?

Tosfos below 22a DH uBeis Hillel wrote, in one of their answers, that on Yomtov there is not an issur derabanan, whilst on Shabbos there is an issur derabanan.
