The TZELACH writes that according to Tehilim, Gog will not rebel against his master like most Resha'im, who rebel because they do not fully admit to the existence and power of Hash-m. Rather, he will be "Nosdu Yachdav Al Hash-m ," he will recognize his Master and yet rebel against him -- something irrational to say the least. That is the "surprise" of Gog.
(Even though Chazal say Nimrod "knew his Master and intended to rebel against Him," either he was not as aware of Hash-m as was Gog, or at least the verse does not state as openly that he rebelled against Hash-m as it states with regard to Gog)
