The Gemara learns from me'Reishis ha'Shanah Ad... that Hash-m determines what a person will receive for the entire year, at the beginning of the year.
But isn't the verse discussing the unique qualities of Eretz Yirael ("Einei Hash-m...")? This applies to Chutz l'Aretz as much as to Eretz Yisrael!

It is possible that Rav Nachman understands that these words of the Pasuk are extra, and are therefore teaching about judgement in general. After all, the first part of the Pasuk, "Eretz Asher Tamid Einei Hash-m Elokecha Bah" (Devarim 11:12) already tells us that Hash-m is constantly supervising Eretz Yisrael. Why does the Pasuk limit this to a concept of "the beginning of the year to the end of the year"? It must be that this Pasuk teaches us that all judgements, even in Chutz l'Aretz, are done from the beginning of the year for the whole year. [The special aspect of Eretz Yisrael could lie in that the judgement is carried out Tamid, as stated by the Arvei Nachal (Parshas Bereishis) that a judgement on an Aveirah in Eretz Yisrael is often carried out quickly, as opposed to someone doing the same Aveirah in Chutz l'Aretz who will not have the judgement take effect for quite some time.]
