The Gemara in Shabbos 97a states that someone who carries above ten Tefachim in a Reshus ha'Rabim is Chayav, because that is how the sons of Kehas carried the holy vessels in the desert.
The Gemara in Shabbos top of 9a explains that we cannot compare this to one who takes from a Reshus ha'Yachid, places the object in a Makom Petur, and then takes it from there to Reshus ha'Rabim - since in the case you gave, the object never landed in the Makom Petur.
