The Kollel replies:
Fences are only required for separating one Chatzer from another, i.e. in places where people do semi-private things.
In general, if the custom is for the owner to put up his own fence (which I think it is), this would exempt the neighbor.
Obviously, where there is a claim of Hezek Re'iyah , chain link is insufficient.
