the gemara says he who gives charity on condition - he is condidered a sadik - someone told me sadik means only that it is permitted - but it seems from your insights on rashi by rav yacob emden - than he really is a trues sadik did i understand it correctly please clarify

Yes, you understood what we wrote correctly. As you saw in our Insights, Rashi's is not the only approach to this Gemara. There are others who maintain that it is merely "Tzedakah Gemurach", not that the giver is a Tzadik Gamur. But the simple reading of the Gemara certainly supports the view that the giver is being called a Tzadik Gamur, and not that it is "permitted" to give in such a manner.
