Rabbahs gezera is maybe he will come to carry 4 amos in the Rishis Harabim to learn megillah (or perhaps the Brochos on Megillah). Same with Lulav and Shofar. Why not Gezerah he will carry out of Rishis Hayuchid to Rishis Harabim? Rabbahs gezera implies the Megillah was lying in the Rishis Harabim when Shabbos fell. Strange circumstance!!
