What does this Mizmor discuss?

1.

Malbim: Now it begins to discuss miraculous conduct, when Hashem conducts His world without an intermediary. It is not via general natural laws, rather, personal Hashgachah. He totally overrides natural laws.

2)

Why does it say "Shir Chadash"? It already says so above (96:1)!

1.

Rashi: All of these Mizmorim are for the future.

2.

Radak: It is repeated to strengthen the matter.

3)

What are "Nifla'os"?

1.

Malbim: They are matters beyond natural laws and conduct.

4)

Why does it say "Hoshi'ah Lo Yemino"?

1.

Radak: This is like it says "va'Yar Ki Ein Ish va'Yishtomem Ki Ein Mafgi'a va'Tosha Lo Zero'o" (Yeshayah 59:16).

2.

Malbim: Natural conduct is attributed to Hashem's left hand, and miraculous conduct to His right hand. ("Ta'oz Yadecha Tarum Yeminecha" (89:14) - Your right hand should overpower the left.) There are two levels. (a) The right hand conducts according to deeds of the lower beings and their merits and arousal. (b) The arousal is from above, and not due to merit of the generation. About the former it says that Hashem acts bi'Ymino, and about the latter, bi'Zro'o. The Zero'a is the upper arm, which makes the hand move. Our verse discusses salvation prompted by the generation's merit (Yemino), and also salvation not due to their deeds (Zero'a Kodsho).
