Why is this a new Dibur?

Malbim: Now begins the third Nevu'ah - Sim Panecha Al Yerushalayim. It describes how Nebuchadnetzar's sword will come. He will head south to Yerushalayim, and not to the left, to Bnei Amon ? "Sim Lecha Shenayim Derachim" (24). This is a special Dibur about the siege of Yerushalayim.
