Radak: If Hashem afflicts Yisrael in Galus, they should not think that He abandoned them. He would not abandon them in Galus forever. Malbim - this answers "Amecha Hashem Yedake'u v'Nachalasecha Ye'anu" (verse 5). In the end He will wage their quarrel against the Rasha who does evil to them.
