Why did Hashem put signs and wonders on Pharaoh?
Malbim: There were two reasons. (a) It was a punishment for doing evil to Yisrael. Even though Hashem decreed Galus "va'Avadum v'Inu Osam", the Egyptians did not afflict them to fulfill this. (b) Refer to 9:10:3:1.
What is the meaning of "Hezidu"?
Rashi: They did evil to them, like "b'Davar Asher Zadu Aleihem."
Malbim: They intentionally added to the affliction, not due to Devar Hashem, rather, due to their evil heart. "Gam Es ha'Goy Asher Ya'avodu Dan Anochi" - I will judge whether they afflicted them due to My decree, or due to their evil heart.
How did Hashem make a name for Himself?
Malbim: Via the signs and wonders, people recognize His name and honor - "Hichbadti Es Libo... Lema'an Shisi Ososai Eleh b'Kirbo" (punishment), "u'Lema'an Tesaper... vi'Ydatem Ki Ani Hashem."
