Radak: It mentions them because the kingdom was of Efrayim, and Menasheh and Efrayim are brothers. Even so, they will plunder each other, and afterwards together they will plunder Yehudah.

Why does it say "v'Efrayim Es Menasheh"?

Rashi: Efrayim and Menasheh together will join with Yehudah.

Malbim: They will destroy each other.

Radak: With all this evil that comes on them, they did not repent from their evil ways, in order that Hashem would retract from His anger.
