Why does it say "Ad Hem", and in verse 20 "Ad Aleihem"?

Radak: These are unusual. Usually it says one word, Adeiehem! Ad Aleihem is extra explanation; it could have said only Aleihem or Adeiehem.
2.
Malbim (19): The second totally came to them; the first kept a distance (refer to 9:19:1:1).
