Why does it say that Shamayim and Aretz are to Hashem?
Radak: Now it mentions the Klal of upper beings and lower beings. It says "Lecha", for they admit that they are to You. Shamayim - their intellect and understanding are to You. Aretz - "Oh Si'ach la'Aretz v'Soreka vi'Saperu Lecha Degei ha'Yam" (Iyov 12:8), for Hashem's hand did this.
Malbim: Verse 9 mentioned that natural conduct is via Heavenly legions. Our verse says that this conduct revealed in the Ma'arachah in Shamayim is attributed to You.
Why does it say "Af"?
Radak: Even though matters of Aretz are not intellectual (they are to Hashem). Intelligent people who understand earthly matters, animals and birds, they know from them that they have a Creator and Conductor - You! It is as if they tell and admit to this.
Malbim: Also the Aretz, where [the final result of natural] conduct is revealed, is under Your supervision. A proof is that You established Tevel u'Mlo'ah. Based on nature, the land should be covered with water. It should be impossible to have Tevel (settlement). You established the dry land to enable Tevel - "la'Shem ha'Aretz u'Melo'ah Tevel v'Yoshvei Vah; Ki Hu Al Yamim Yesadah" (24:1-2).
What is "Tevel u'Mlo'ah"?
Radak, Malbim: Tevel is the settled part of the land. U'Mlo'ah are those who dwell on it - people, animals and birds.
Radak (13): It is east to west along the equator. It is u'Mlo'ah (totally settled).
What is the meaning of "Atah Yesadtam"?
Radak: Just like the foundation is what makes a building last, so Hashem made in places that will be settled things that enable the dwellers to survive - rivers, trees, grass, and vegetation for people and animals to eat, inlets (extensions of the sea) in settled places for people to pass on them [quickly, in boats] from place to place and to trap fish for food.
