Radak: The Nismach (word that is Samuch to Tzevakos) is omitted. It is as if it says Elokim Elokei Tzevakos. Also "ha'Aron ha'Bris" (Yehoshua 3:14) means ha'Aron Aron Bris.

What is the meaning of "Ashanta"?

Ibn Ezra: It is as if smoke came up to You when Your nation prayed; their prayer was like smoke - "Alah Ashan b'Apo" (18:9).

When was Yisrael's Tefilah like smoke?

Rashi: It was in the days of Malchei Yavan, who did great evil to Yisrael.
