What is "Oseh Ra Me'as"?
Rav Sadya Gaon: He does evil for (Rashbam - until) 100 years, and [Shamayim] delays [his punishment].
Rashi: He sins 100 thousands and 10,000's. The verse is abbreviated; Me'as is Samuch to a word that is omitted - days, years 1 [or] thousands. Also "u'Schuras" (Yeshayah 51:21) is abbreviated - he is intoxicated with 2 anger, "v'Lo mi'Yayin" (ibid.), like others who are drunk.
Ibn Ezra: He does evil 100 times.
Ri Kara: Me'as is an expression of waiting (like 'be Mesunim in Din' - Avos 1:1). Via this, he thinks that his sin was pardoned!
Metzudas David: He does evil to 100 people. People cannot fathom why he is not punished, like Iyov complained "me'Ir Mesim Yin'aku" (Iyov 24:12).
Why does it say "Gam Yode'a Ani
Rav Sadya Gaon: [Since Hashem is so patient with Resha'im,] all the more so there will be good for Yir'ei Hashem.
Rashi: Even though Hashem delays punishing Resha'im, I know that in the end, everyone will get his reward.
Ibn Ezra: I know that there will be good for Yir'ei Hashem, even if it is not immediate.
Rid: I know that in the end, the Resha'im will not have good and will not live long. However, it would be good if their punishment were visible, and people would take Musar from this.
Seforno: The Rasha thinks that he will not be punished after death. I know that he will not be cleansed; there will be good for the Tzadik, but not for the Rasha (13).
