Mordechai insisted that Esther go immediately to the king. Why did he wait more than two months before sending the new letters?
Vilna Gaon, Malbim citing Mahara: (a) He wanted to send them with the same Sheluchim, lest people say '[the latter are Sheker. Why should we rely on them more than on the former?' Therefore, he waited for the Sheluchim to return 1 . (b) Vilna Gaon - he wanted the Jews to repent for 70 days 2 , corresponding to the 70 years that they were in Galus; this was the end of the 70 years.
Sheluchim sent to close places should return much earlier than those sent to far places! Perhaps Sheluchim were sent to multiple places, so each Shali'ach had about the same distance to travel. Or, Mordechai waited for all to return, and sent all out together. (PF)
When they hear the content of the latter letters, they will rejoice and not feel urgency to repent. The Vilna Gaon below (refer to 8:10:4:2) implies that Mordechai chose fast animals (the first Sheluchim did not have them). If the latter were sent 70 days after the first, they will reach their destinations less than 70 days later! Perhaps the 70 days are for the Jews of Shushan. Even though they saw the rise of Mordechai and the hanging of Haman, they still feared until they heard the content of the latter letters. Mordechai did not want Jews elsewhere, who did not see these, to be in great fear for so long. (PF)
