Malbim: Ishim are great people. Chachmah calls to them individually. Chachmah comes only to those who sanctified their hearts to be a Mikdash for it, and removed all disgusting matters and evil images from its palace. Then they are called Chacham Lev - their hearts rule with Chachmah.

Malbim: Others, i.e. smaller people, will hear my voice, even though they were not called individually. Even if they are not Chachmei Lev, Chachmah gives its voice for everyone to receive according to his preparation, even those who strayed from it due to folly.
