How does [Chachmah] have Etzah and Toshiyah?

Malbim: Etzah is agreement - he agrees how to do the matter. There are several ways, and he takes counsel which way to choose. Chachmah applies to a matter in which there are two ways; it teaches the chosen path. Toshiyah is an act with Chachmah - "Yitzpon la'Yesharim Toshiyah" (2:7). Hashem prepared acts in every generation according to Chachmah, to be carried out via the Yesharim found in the generation. Chachmah applies both to the counsel and the wonders according to Chachmah.

Why does it say "Ani Binah Li Gevurah"?

Malbim: Etzah needs Binah. One who takes counsel must contemplate all the possibilities and clarify which is best - Marbeh Etzah Marbeh Tevunah (Avos 2:7). Since I am Binah, I have Etzah. Toshiyah (wonders according to Chachmah) requires Gevurah to carry out the matters. I give Gevurah to Yesharim to carry out the Toshiyah that I hid (prepared) for them.
