Why does the Torah add the (otherwise superfluous) words, "Gam ba'Pa'am ha'Zos"?

Rashi: To teach us that, even though Pharaoh had promised to send them out, he did not keep his word.

Oznayim la'Torah: To teach us that even though Pharaoh's heart had softened, and he had all but capitulated when he declared "Anochi Ashalach Eschem" (8:24) - he now hardened his heart and retracted.
