Why does the Torah write "Hikriv" twice, once here and once in the previous Pasuk?
Rashi: To hint at the two reasons why Yisachar merited to follow Yehudah: 1. Because they were Torah scholars; 1 2. citing R. Moshe ha'Darshen - because it was Nesanel ben Tzu'ar who suggested to the Nesi'im to bring the listed Korbanos. 2
Moshav Zekeinim #1: Because, as opposed to all the other Nesi'im, there are words in between. 3
Moshav Zekeinim #2 (citing Shmuel ben David): Due to Nesanel ben Tzu'ar's wealth, 4 he offered gifts - over and above of what all the Nesi'im offered. 5

Like we find in Bereishis 22:7 "va'Yomer Yitzchak el Avraham Aviv va'Yomer Avi". Moshav Zekeinim (citing Shmuel ben David): There is really no need for it at all! Moreover, "es" always comes to include. What do we learn from "es Korbano"?
Targum Onkelos translates "Yisachar Chamor Garem" - Bereishis 49:14 - as 'Atir be'Nichsin' (rich in property).
The Torah does not mention it however, in case he would become proud, and to teach us that all of them were equal.
What is the significance of the "Ka'aras Kesef" that weighed a hundred and thirty Shekalim?
Rashi: The Gematriyah of "Ka'aras Kesef" is nine hundred and thirty - corresponding to the years of Adam ha'Rishon, and the hundred and thirty, to his age when he gave birth to Sheis. 1

What is the significance of the "Mizrak Echad Kesef" and the sevnty Shekalim that it weighed?
Rashi: The Gematriyah of "Mizrak Echad Kesef" is five hundred and twenty, coresponding to the age of No'ach when he began to father children plus the twenty years prior to the Flood when Hashem first issued the decree and to the seventy nations that desended from him. 1

Why is "Hikriv" written Chaser (without a 'Vav')?

Why is Nesanel mentioned before "Nasi", whereas by the other Shevatim, "Nasi" precedes the names?
Rashi (on Pasuk 23): Because in the case of Nesanel ben Tzu'ar, where the Torah already wrote "Hikriv Nesanel ben Tzu'ar, it is appropriate to add N'si Yisachar, whereas by the other Nesi'im, where it did not write 'Hikriv ... ", it is correct to state that 'the Nasi who brought on that day was ... '.
Because of the D'rashah on "Hikriv Nesan'el ben Tzu'ar" - Refer to 7:19:1:1 (the second reason cited there - that it was due to the merit of Nesanel personally that he brought on the second day).
