Rashi: Because, whereas it already listed the Emurin of the Chatas in Parshas Vayikra, it did not list those of the Asham there.

Why does the Torah mention the 'Alyah' independently?

Rashi: Because all the Ashamos are either rams or sheep, both of whose Alyah is included in the Emurin.
