Seeing as there is no such thing as an Asham Tzibur (See Sifsei Chachamim) why does the Torah write "Yishchatu" (plural)?

Rashi: Bearing in mind that the Pasuk is comparing the Asham to the Olah, it is coming to teach us that the Olas Tzibur requires [Shechitah and Kabalah] ba'Tzafon (on the north side of the Azarah).
