What is the comparison to an animal in a Bik'ah?

Radak: It will give them rest [from their afflicters and pursuers].

Radak citing Targum Yonasan: This is like Tanchenu, like "Neche Es ha'Am" (Shemos 32:34). Like an animal in a flat Midbar, Hashem's word will lead them.

Whom will Ru'ach Hashem guide [or give rest to them]?

Radak: The pronoun at the end of Tenichenu refers to His nation, which was mentioned above. This is like "va'Tir'ehu Es ha'Yeled" (Shemos 2:6). Ru'ach Hashem is like Ruchacha (for he addresses Hashem - Nihagta). This is like "v'El Moshe Amar Aleh El Hashem" (Shemos 24:1).
