Why does it say "Hir'isa Amecha Kashah"?

Radak: The enemy conquered and came to our land. Malbim - this was in order to "give to those who fear You a banner to raise" (verse 6).

What is "Yayin Tar'elah"?

Rashi: It is wine that seals that heart and wraps it. Ra'al is an expression of wrapping, like "veha'Beroshim Har'alu" (Nachum 2:4). A Mishnah says 'Araviyos go out Re'ulos' (Shabbos 65a; Rashi 65a - their heads are wrapped).

Radak: (It is poisoned wine.) It should say Yayin Yayin ha'Tar'elah; the repetition of 'Yayin' Samuch to Tar'elah (and the prefix Hei) is omitted. The same applies to "ha'Yayin ha'Chemah" (Yirmeyah 25:15) is like ha'Yayin Yayin ha'Chemah.
