What is the meaning of "Mi Eleh ka'Av Te'ufenah"?

1.

Radak: The feminine is for Kehilos (congregations) of Yisrael who ascend from this Galus. They will come very quickly, like a cloud. The speed is compared to flying, which is the fastest motion. This is like "mi'Chetz Ya'uf Yomam" (Tehilim 91:5).

2.

Malbim: He will see the Nochrim bringing Yisrael (from Galus), and think that they are like clouds that bring rain of Brachah, and return to their place; so the Yisraelim that they border will return [to Galus].

What is the comparison to "Yonim El Aruboseihem"?

1.

Radak: Doves return to their nests faster than they leave. They return rapidly to feed their chicks what is in their mouths. Aruboseihem are the windows in the dovecote. There is a Patach under the Chaf, for they are known doves - those that leave chicks in the dovecote.

2.

Malbim: Refer to 60:8:1:2.
