Rashi: The officers and Giborim among you, all of them are good. A sheep is totally Kadosh. Its wool is for Techeles, its meat is for a Korban 1 , its horns are for Shofaros, its thigh bones are flutes, its innards are for strings for harps, and its skin is for a drum. Resha'im are compared to dogs; there is no Kedushah from them at all.

Seforno: The teeth (those who fight, e.g. Bnei Chashmonai) are Tzadikim and dear in My eyes like a flock of sheep, that they preserve its wool for Milas (refer to 4:1:4:3 and the note there).

Rechelah is a female, so it cannot be an Olah. It is called a Korban (e.g. Shelamim), for Kohanim eat the meat in Kedushah. (PF)
