Why does it say "Hoy ha'Sha'ananim b'Tziyon"?

Radak: Shomron was the capitol of Malchus Yisrael; Tziyon was the capitol of Malchus Yehudah. Woe to the rich who are serene and confident that evil will not come upon them. They are not ill and pained over Galus of Bnei Yisrael ? "v'Lo Nechlu Al Shever Yosef" (6). Shomron was the last city of Yisrael to be conquered, and Tziyon was the last city of Yehudah.

Malbim: This is connected to verse 7, "Lachen Atah Yiglu b'Rosh Golim." Refer to 6:7:1:3.

Why does it say "Sha'ananim" regarding Tziyon, and "Botechim" regarding Shomron?

1.

Malbim: Sha'anan is one who has no war and nothing terrifying from outside. Bote'ach is one who trusts in his strength, even though he has war and he is not Sha'anan. Bnei Tziyon had no war at the time. Melech Ashur did not come against Yehudah until Chizkiyah's 14th year. Galus Shomron was in his sixth year. Even though Shomron had war, they trusted in their strength, and in the fortified city Shomron. Melech Ashur needed to besiege it for three years until he conquered it!

What is the meaning of "Nekuvai Reishis ha'Goyim"?

1.

Rashi: They call you the most praiseworthy nation among the Nochrim.

Radak: These two mountains, Tziyon and Shomron, initially the seven [Kena'ani] nations dwelled there. They are called Reishis ha'Goyim, for they are the head Goyim, and their lands are choicest. These mountains were Nekuvim (specified) by name for good.

Malbim: They were famous for being the highest level and greatest Giborim of the nations.

Why does it say "u'Va'u Lahem Beis Yisrael"?

1.

Rashi: They chose their laws, and came to their Klal.

Radak: Yisrael dispossessed them via Hashem's help ? not with their sword and bow. Yisrael transgressed His will and abandoned His Mishpatim and adopted the Mishpatim of the Goyim who were there. Why did they do so? They saw around them ? is there a land better than their land? If Hashem give to them a good land, why did they deny Him and His good?

Malbim: The Navi is astounded ? why is this so?! Nature is to exile first small, weak kingdoms, and afterwards to conquer powerful fortified kingdoms like Shomron or Tziyon. I call "Hoy" ? the serene in Tziyon and confident in Har Shomron?
