This verse says that he finished the Bayis. The next verse mentions other matters that he built!
1.
Radak: He finished the walls and roof. Afterwards he built internal walls, i.e. the Heichal.
2.
Gra (14-15): He finished the work of the cells and beams. Afterwards he covered the entire Bayis internally, with cedar wood.
3.
Malbim: He finished building from rock before Hashem spoke to him. Afterwards, he built internally from wood.
