Why does it say "So'arah"?

Radak: She is agitated in the storm of Galus.
Malbim: After he prayed for the barren woman that her children increase (the gathering of exiles), he depicts that Tziyon is still not built. Her spirit storms that she was not consoled yet, even when the exiles return - "Eleh me'Rachok Yavo'u... va'Tomer Tziyon Azavani Hashem" (49:12, 14). The Akarah sings (her children returned to Eretz Yisrael), but Tziyon is not built. Refer to 54:11:3:3.

What is the meaning of "Marbitz ba'Puch Avanayich"?
Rashi: I will tile your floor from rubies.
Radak: I will make the foundation stones of pearls. The same applies to "vi'Ysadtich ba'Sapirim." It addresses Yerushalayim.
Malbim: Hashem consoles Tziyon - He tells her that He will put (rubies or pearls) under the foundation, and the foundation itself will be Sapir.
What are "Sapirim"?
Radak citing Rav Sadya Gaon: It is white rock 1 .
Radak citing Ibn Ezra: It is red [rock].
Radak citing Targum Yonasan: Avnei Tavin (good stones). So Onkelos translated "Livnas ha'Sapir" (Shemos 24:10) 'Even Tava.'
Ibn Ezra (Perush ha'Katzar, Shemos 28:30): The Gaon connected this to "Livnas ha'Sapir" (Shemos 24:10) (sapphire); this is wrong.
